As bidders for the role of Fund Operator, how do we decide on the distribution of funding across outcomes and outputs?


The distribution of funding across outcomes and outputs should reflect your consortium's informed analysis of the main challenges and needs that the Programme will address in priority, with respect to the areas of support and country-specific focus areas outlined in the Terms of Reference. This analysis should be informed by recent reliable research, statistical data and consultation. 

You are expected to outline the proposed balance between the outcomes and outputs in the sub-section 7.2.1 'Overall description of the Programme' under the section 7.2 'Programme focus' in the bid form. This proposed balance between the outcomes and outputs should also be reflected in the descriptions under sub-section 7.3.2 'Outcomes and Outputs'.



Can you confirm that each modality (call, PDP) allows a maximum of 3 outputs in the online form? Also, is it correct that a specific modality (e.g., a call for proposals) can address only one outcome rather than multiple outcomes?


Each modality can only be allocated to outputs within the same outcome in the online form, and as such can only be related to one outcome. The result framework with the outcomes and outputs is pre set, and has three thematic outcomes, where the first two outcomes have three outputs each and the third outcome has two outputs.
