Categorising of capacity-building component of projects budgeted under outcome 1 or outcome 2

Under which output are organisational development and capacity-building in thematic projects budgeted and how are respective results captured in the results framework?


The Fund Operator may offer all applicants of a call for proposals for thematic projects (under outcome 1 or 2) to foresee a certain percentage of the grant for activities to strengthen the organisational development or capacity of their organisations. The Fund Operator can budget this expense under output 3.1 (Organisational development supported). The Fund Operator can also opt instead to only indicate the additional output through a checkbox and budget the full cost of the project under the main thematic output.
 
The programme results framework only captures the most important results of the programme. The results of a project can be captured under any programme output that the Fund Operator considers relevant. This includes capacity-building in thematic projects that can contribute to results under the sectoral outcome 3. In the narrative reporting to the Financial Mechanism Office, the Fund Operator will be able to highlight inter-related capacity-building results (results falling under different outputs), as applicable.
