Is volunteering considered in-kind contribution?
Please note that the starting point is that projects are 100% financed by the programme. Project co-financing is an exception, which has to be explicitly agreed in Annex II to the Programme Implementation Agreement (PIA), see Article 5.9 of the PIA. Where project co-financing is foreseen, in-kind contributions in the form of volunteering may constitute up to 100% of the co-financing. The applicable rates for the in-kind contribution must be specified in Annex II of the PIA.
