Yes, it is possible to design a predefined project for implementing capacity-building activities. However, it is crucial to provide a detailed and clear justification outlining the purpose of the project, explaining why it is needed and how it addresses specific goals. Additionally, it should highlight the uniqueness of the project, clarifying why it cannot be implemented through an open call process. The justification must also address the selection of the promoter, specifying why the predefined project is the most suitable choice or why a particular entity (Project Promoter) is the most suitable. Lastly, if applicable, the process for selecting the entity should be clearly explained to ensure transparency and alignment with the Fund’s objectives.
Please also note that the capacity-building activities foreseen to be covered by the management fee cannot be implemented through a pre-defined project
