If an organisation has been inactive, or had a long pause in activities in recent years, would it still be eligible to bid as Fund Operator?The Terms of Reference do not lay down any specific time thresholds. Any organisation meeting the eligibility criteria set out in section 5.2 of the Terms of Reference may submit a bid. The quality of the proposal and of the bidder will be assessed as part of the award criteria set out in section 5.3 of the Terms of Reference.
