What are the tasks and responsibilities of a consortium member?
The main responsibilities of the Fund Operator are described in Section 2 of the Terms of Reference. Tasks associated with these responsibilities will need to be divided among the consortium members. The lead organisation in the consortium will be the main interlocutor for the FMO on behalf of the consortium and will have the overall responsibility as Fund Operator with regard to all aspects of implementation, as defined in the Programme Implementation Agreement. The consortium members (co-bidders) participate in designing and implementing the programme.
As defined in Section 3 and 4 of the Terms of Reference, each member of the consortium shall be allocated at least 5% of the management fee, and the consortium lead shall not be allocated more than 70% of the management fee. More details about the consortium can be found in Section 3 of the Terms of Reference.
Award criterion 2 in Section 5.3 of the Terms of Reference relates to the management setup of the consortium. The composition and division of roles among the members of the consortium should be clearly explained, strategically designed reflect a balanced mix of experience and innovation, and leverage the respective skills and capacities of each member, including expertise relevant to the Fund objectives, areas of support and country-specific focus areas.
It is important that the role of each member in the consortium is clearly described and matches the proposed share of the management fee.
