Referring to the special allocation for Ukraine, we note that Romania shares a border with Moldova which is seriously affected by the consequences of the Russian invasion in Ukraine. Can we work on Moldova?
In response to challenges arising from the invasion of Ukraine, funds may be used to support projects that address a wide spectrum of needs identified in the Beneficiary States related to these challenges. These needs may be direct (e.g. support for refugees including Ukrainian human rights defenders) or indirect (measures to protect information integrity, advocacy on security policy). Initiatives related to Moldova could be considered if they respond to such needs.
While there are in principle no limitations to the geographic location of project activities, all activities need to contribute to the agreed outputs, outcomes and objective of the programme [in the Beneficiary State], as well as the overall objective of the Grants, i.e. to reduce social and economic inequalities [in the Beneficiary State] and strengthen bilateral relations [between the beneficiary and donor states].
On a general note, project promoters in Romania may engage in partnerships with Moldovan entities, as well as entities in Romania´s other non-EU neighbor countries.
