Is it possible for a project promoter to use funds from the EEA Grants to buy property to create a safe space for CSOs?
The purchase of real estate is not foreseen as a category of eligible expenditure in the Programme Implementation Agreement. However, it follows from Article 5.3.4 of the Programme Implementation Agreement (PIA) that the Fund Operator, in exceptional and duly justified cases, may suggest additional forms of eligible expenditure. In the event that a project promoter would want to purchase real estate, this, along with the detailed requirements for such projects regarding sustainability etc. should be agreed in Annex II to the PIA.
