What will be the relation between the Fund Operator and Financial Mechanism Office, and between the Fund Operator and the Norwegian Embassy and National Focal Point (in charge of nationally-managed programmes)?
The relationships between the Fund Operator and other stakeholders is established by the Programme Implementation Agreement. For the relationships with the Financial Mechanism Office (FMO), the National Focal Point, and the Donor State Embassies, this is as follows:
- The National Focal Point shall be invited to participate in review meetings as observers, unless the FMO waives this requirement in exceptional cases (Article 10.7.4).
- The National Focal Point and Donor State Embassies shall receive the executive summary of the Annual Programme Reports (Article 10.1.4).
- The Donor State Embassies shall be invited to participate in review meetings as observers (Article 10.7.4).
- The Donor State Embassies and the FMO shall be invited to participate in Selection Committee meetings as observers (Article 7.4.2).
- The Donor State Embassies and the FMO shall be informed in advance of any major information activities to allow for their participation (Article 3.2.4).
