Can funds from the regranting amount be allocated to the bilateral fund?
Yes, the funds from the regranting amount can be allocated to the bilateral fund. The rules regarding reallocation of funds (as described in Chapter 8 of the Programme Implementation Agreement) indicate that the Fund Operator can reallocate between outcomes, within certain limits and pursuant to certain procedural steps, without modifying the Programme Implementation Agreement. For the purposes of those rules, "outcomes" includes the budget line for the Bilateral Fund. However, please note that according to points 2.3 and 4. of the Terms of Reference, there is a minimum allocation to the Bilateral Fund. This constitutes a limit to the amounts that can be reallocated away from the bilateral funds.
