How do you assess the financial resources of an organisation? Is there a threshold?
The financial resources are assessed in comparative way against the other bids. Only the lead bidder's details need to be included in the bid in section 3: Financial Resources.
As indicated in this section we pay attention to certain ratios calculated on the basis of the financial statements of the lead bidder. There are no minimums or thresholds which must respected. But generally speaking, we value higher liquidity, less debt in relation to equity, higher surplus margins and balance sheets that are not in a position of negative equity.
We also look at the funding sources and assess the levels of unrestricted/restricted funding. Again this is assessed in a comparative manner.
