Date of final decision about selecting the Fund Operator

When can we expect the final decision about selecting the Fund Operator?

The aim is to conclude the selection within three to six months after the submission deadline, but as in any selection procedure, this depends on a number of factors, including the number and quality of applications received.

Therefore, no guarantee can be made as to the time needed to finalise the process.

When will we hear from the FMO about the decision to select a Fund Operator?
Will you come back to bidders when you’ will have analysed all 15 countries or one by one?

The time required for bid assessment will depend on the number of eligible bids received per country. The timeline is therefore to be determined. However, to ensure that the Civil Society Fund can be operative as quickly as possible, we foresee that selection decisions will be announced as they are made for the individual processes per country.

When should we start all the preparations (during the Information Session, we were informed that the first call should be announced in September 2025)?

The preliminary timeline foresees a selection of the first Fund Operators by July 2025. The first calls could potentially be launched as early as September 2025, but this will also depend on the Fund Operator selected.  The implementation of most EEA Civil Society Fund programmes is expected to be underway by the end of 2025.

This timeline is dependent on the capacity of the Financial Mechanism Office as well as the priorities of the donors of the EEA and Norway Grants. It is not binding and may change.
