When the capacities of the consortium are assessed, in which way and to which degree is the capacity of the lead applicant assessed separately, as compared to the total capacity of the consortium?
Award criteria 2 in section 5.3 of the Terms of Reference look at the composition and division of roles with the consortium, that they are clearly explained, strategically designed and reflect a balance mix of experience and innovation, and leverage respective skills and capacities of consortium members, including expertise relevant to the Fund objectives, areas of support and country specific focus areas.
It is important that the lead applicant’s role in the consortium has been clearly described and matches the proposed share of the management fee. This should also reflect the fact that the lead applicant will be the main interlocutor to FMO and bears the responsibility for the implementation of the programme.
