In certain instances, the FO permitted allocating 20% of a project grant for the capacity-building of the project promoter. How can we demonstrate to auditors that this 20% was indeed allocated to capacity-building as part of the project funding?
This is not something that auditors would check but something that would be assessed at the bid stage and then continually monitored by Programme Managers at the FMO throughout the implementation but also when programme budgets are modified.
